Conscious of the need of the small businessmen, entrepreneurs, proprietors of cottage industries and wage earners for financial assistance and the difficulty of obtaining the same, a group of men, on the 13th day of April 1976, conceived to organize a savings and loan association to be known as “Utility Savings and Loan Association, Inc.”, a stock corporation. It’s aim is to alleviate the flight of these borrowers and at the same time, harness the idle funds of those who wish to put their savings to good use.

The bank was officially registered with the Securities and Exchange Commission (SEC) on June 30, 1997. The incorporators of the bank are:

2. Filomena H. Mojares
3. Bernardita M. Maralit
4. Manolita D. Malabanan
5. Enrique L. Mercado
6. Pedro R. Malabanan Jr.a

The bank was inaugurated and started its operation as a thrift bank on September 21, 1977, when the Certificate of Authority was granted by the Central Bank of the Philippines. The head office was primary located at J. P. Rizal St., Poblacion 2, Bauan, Batangas. On its second year of operations, the first and sole branch was established at J. Pastor St., Ibaan, Batangas on July 27, 1979. By 1994, its head office was transferred to its own building and site at # 30 J. P. Rizal St., Poblacion 1, Bauan, Batangas. At its twenty fourth year of operation, the bank’s incorporators/stockholders decided to convert the bank into a rural bank with the name “Utility Bank – A Rural Bank, Inc.”.
